The Sudanese Customs Authority has announced a mandatory Advance Cargo Declaration (ACD) requirement applicable to all shipments destined for Sudan, effective for vessels sailing on or after 01 January 2026.
To ensure smooth cargo movement and avoid delays, please review the updated Advance Cargo Declaration (ACD) process outlined below.
These requirements apply to all below mentioned shipments destined Imports into Sudan
- Import
- Transshipment
- In-Transit
ACD FORMAT: ACD Number Format: ACDSD2026XXXXXX
Note – Customers must submit the ACD reference number before cargo is loaded at the initial load port
Customer guidance for obtaining the Sudan ACD reference number
- Register: Log into the official ACD Sudan portal.
- Submit Documents: Upload required documents to receive a draft ACD.
- Validate: Pay fees to receive the final validated certificate.
- Finalize BOL: Ensure the 15-digit ACD number is clearly printed on the final Bill of Lading.

Shippers, exporters, or freight forwarders are required to upload the following documents on the ACD platform: ACD Sudan portal.
- Draft Bill of Lading
- Commercial Invoice
- Freight Invoice
- Certificate of Origin
- Packing List
Non Compliance
Failure to comply with the Advance Cargo Declaration requirements may expose the import customer to customs imposed fines due to ACD non compliance.
