This is to bring to your attention below updated procedure related to Dangerous Cargo Handling at Berbera Port as shared by DP World Berbera.
Below are the Mandatory steps to be followed for all the Dangerous Cargo shipments
Please note this will be implemented from September 11th, 2020. All DG containers in Berbera terminal will be transferred to a specific area with transfer related charges on consignee account by DP World Berbera.
Kindly refer to below procedure for all the details including the related penalties going forward.
Procedure
Pre-booking Approval
We generally do not restrict any dangerous goods entering DP World Berbera, nevertheless, the following must be considered
- Concerning IMCO Class (1) “explosives”, and IMCO Class (7) “radioactive substances”, Somaliland Port Authority (SPA) approval is required prior to booking. The shipping line is fully responsible for getting the required approval from SPA.
- IMCO Class 1 and Class 7 will be for direct delivery only. A special arrangement will be made for customs clearance for IMCO Class 1 and Class 7 DG containers to facilitate direct delivery. Consignees must ensure trucks are available for direct delivery.
Approval conditions for DG Cargo entering the Port
- All DG containers with the exception of IMCO Class 1 and Class 7 will be kept in the terminal for a maximum of 3 days, by which time the consignee must arrange for delivery of the containers.
- Failure by the consignee to take the delivery within 3 days will result in the container being transferred to the 44 hectare area.
- A handling charge of $1000 will be imposed on the consignee by DP World Berbera for transfer of each DG container to the 44 hectare area and a further handling charge of $500 per container will be imposed when consignee takes delivery of the DG container.
Undeclared Cargoes
Penalties will be imposed by the SPA for the following violations
- IMCO Class 1 and Class 7 containers entering the port with prior approval from the SPA.
- Non-declaration or mis-declaration of DG containers.
- DG containers not displaying correct placarding or not having any placarding.

Rejected DG Containers
- No import DG containers will be accepted in the port for re-export to Yemen by sea.
- DG containers for re-export by land will be accepted in line with the above procedures.
The above procedures will be enforced by the SPA for all containers booked as of 01st August 2020.
