Waivers

Customer can apply to have Deferred VAT by submitting the census declaration (model 036 of the AEAT), which can be done telematically , in the month of November of the year before the start of the calendar year in which it should take effect.

That is to say that for operators who want to apply for deferred VAT application for 2019, you must submit model 036 this same month of November 2018.
