Further to our earlier advisory as directed by Kenya Revenue Authority Customs regarding Export General Manifest (EGM) implementation for cargo export from Mombasa, Kenya which was posted 13th October 2021.
The export manifest in ICMS has been under pilot and currently ready for full rollout starting from 15th December 2024.
Kindly see below the guide for successful submission of the Export manifest and Customs requirements. The below information should be submitted to us at the shipping instructions stage: -
- Export entry numbers – the correct entry number declaration in ICMS with status REMOVED, CD – ARRIVED is required for validation of manifest with Customs. For Kenya entries – The entry number to begin with 24MBA or 24NBO and not 2024MBA nor 2024NBO. Please ensure to declare correctly for seamless submission and validation in ICMS.
- Part shipments where we have different consignees’ same container are currently not validating under ICMS and therefore we are unable to submit manifest for the same.
- For shipments with motor vehicles, chassis and engine numbers declaration is mandatory.
- Note that there is no provision for supplementary manifest for exports once initial manifest is submitted. We therefore request that you submit your shipping instructions not later than 24hrs to vessel ETD and correctly to avoid any inconveniences and omissions of your shipment details on the export manifest.
- No manifest will be submitted for shipments that do not have shipping instructions. Maersk shall not be responsible for any penalties, fines, taxes and other similar costs or expenses arising due to failure to submit shipping instructions. It will be the sole responsibility of the customer and their nominated agent to handle and settle any penalties, fines, taxes and other similar costs or expenses directly with KRA.
- KRA Exports office will cease generation of manual COE’s for the exports done after this deadline on 31st December 2024, since KRA will be solely depending on the correctly submitted export manifest for the generation of COE’s.
